I am getting +12 volts (wired direct to battery), white wire (key) has +12 volts in the run and start position. Also tried running a ground cable directly from the battery post to the throttle body with no change.

For the test i would take the orange wire and use that to trigger the positive side of a relay. Ground the other side. Now hook the fuel pump and battery power to the other 2 pins.
